Yes. 5. What is considered socio-economic activity?

Activities that, on a regular basis, are carried out between neighboring municipalities, and that are not part of the exceptions included in article 2.2, such as going to the supermarket, dry cleaning, restaurant, nursery, and all those relationships of a social and/or economic that can be carried out in an ordinary way in the adjoining municipality.

6. What is considered an adjoining municipality? If the estuary is between both municipalities, is mobility allowed? (Example: Erandio and Bilbao or Getxo and Portugalete) in the cases justified in article 2.3.

From Monday to Friday the Department of Health publishes a bulletin with all the updated health data on its website (https://www.euskadi.eus).

13. Can I go to the mountain of the adjoining municipality accompanied?

Yes. You can go in a group of maximum 6 people to the mountain of the municipality of residence or the adjoining municipality.

14. Can I meet five friends to ride a bike and that the route passes through neighboring municipalities?

18. Can my parents visit their grandson, if we do not live in the same municipality?

19. Can you go to another Historical Territory to pick up or take a person to the airport, train or bus stations, etc.?

20. I am a divorced person. According to the divorce decree, I can be with my descendants twice a week but they live in a different location than my Historical Territory of residence. Can I travel to make these visits?

21. I have to attend to and feed several animals outside my municipality of residence. Can I move? How do I justify it?

A trip to care for animals is authorized because it forms part of the exceptions contemplated in articles 2 and 3 of Decree 44/2020, of December 10, of the Lehendakari, specifically, the assumption "j) Due to force majeure or situation of need” of article 2. It can be justified by any document proving the ownership of the animals, or by a responsible statement that specifies the address where they will be cared for. (See Annex)

22. How would it be justified before an authority that the reason for a transfer to another municipality is the care of the elderly or minors?

By means of a receipt issued by the person responsible for the person to be cared for, proving the family relationship and identifying the person to whom the care is provided. In the same way, it can be accredited by means of a responsible statement from the caregiver that specifies the address and telephone number of the person who is going to be cared for. (See Annex)

23. The supermarket in my municipality is small and I usually go to a larger one in another municipality. I can do it?

Displacements to purchase food or other authorized products must be to commercial establishments located in the municipality of residence or in the adjoining one.

For services and supplies that are not provided in the town of residence, on an exceptional basis, displacement to a large area or similar closest to the municipality of residence or the adjoining one will be allowed.

24. If I live in Durango and my usual hairdresser is in Bilbao. Can I go there?

No. Travel is only allowed to carry out socioeconomic or sports activities to the municipality adjacent to the one of residence. In addition, travel outside the municipality of residence is allowed for any of the exceptions listed in article 6.1. of Royal Decree 926/2020, of October 25, duly justified or if your municipality of residence does not have that service or business.

25. I am from Artziniega and I usually go to Bilbao to do shopping and other socio-economic activities. Can I keep doing it?

26. Is transit through the Autonomous Community of the Basque Country still allowed for those people whose origin and destination are outside the Basque Country?

Yes, transit is allowed, but not carrying out any other activity.

27. I am from Cantabria, I have a flight from Bilbao, can I enter or leave the Autonomous Community for that reason?

You can transit, both for the outbound and for the return, through the territory of the Basque Country if your destination is outside this Autonomous Community but you cannot carry out other activities within the Autonomous Community of the Basque Country.

28. Can I go to my second home that is outside the Basque Country?

No, unless it fits into one of the exceptions provided for the limitation of mobility between Autonomous Communities in Royal Decree 926/2020, of October 25.

29. Can I go to a second home that is in the same Autonomous Community?

No. Only if it is in your municipality of habitual residence.

30. Are trips to residences for the elderly allowed?

Yes, as long as they are visits authorized by the center itself.

31. Are trips to prisons allowed?

Yes, as long as you have the pertinent authorization issued by the Prison Authority.

32. How are issues that concern those municipalities that constitute enclaves in Euskadi regulated?

Those municipalities that constitute enclaves receive the proper treatment of the Historical Territory that surrounds them (Trebiño, Villaverde...).

33. I have a rented apartment in another autonomous community and I have to go to collect the keys since the tenant leaves the house. Can I leave the community?

If a non-delayable activity results, it can be considered that it is due to force majeure.

34. How can I justify the reason for the displacements?

When there is no other means of proof, a responsible declaration may be carried, which constitutes a signed document, which states that it complies with the requirements established in this Decree, to justify the exceptions to the mobility limitation. (See Annex)

35. What happens if I already have a plane ticket purchased to travel? Do I have to cancel it?

Depends on the reason for the trip:

-If the reason for the trip is leisure, you cannot travel.

-If it is due to any of the exceptions included in article 6.1 of Royal Decree 926/2020, of October 25, declaring the state of alarm to contain the spread of infections caused by SARS-CoV-2 , as long as it can be duly justified, the flight could be maintained.

36. Can I take my pet out later than 10:00 p.m.?

No, pets cannot be taken out from 10:00 p.m. to 6:00 a.m. You could only go out with a pet for the exceptions contemplated in Article 5.1. of Royal Decree 926/2020, of October 25, for example, go to a veterinary center for urgent reasons.

37. Although the limitation of the freedom of movement of people at night is set at 10:00 p.m., public transport ends at 11:00 p.m. Does this mean that I can take a bus between 10:00 p.m. and 11:00 p.m.?

HOTELS AND GAMBLING PREMISES

38. What services can hotel and restaurant establishments provide?

They will be able to offer services on their open-air terraces and their capacity inside will be restricted to fifty percent. Groups of clients per table may not exceed the maximum number of four, and two or more tables cannot be joined for a group of a greater number of people. The use of a mask will be permanently mandatory, except at the express moment of the intake of food or drinks.

In any case, it must be ensured that the proper interpersonal distance of at least one and a half meters is maintained between the chairs at different tables.

39. What hours are allowed for hotel and restaurant establishments?

Hotel and restaurant establishments, with the exception of services belonging to service areas, must close to the public in any case at the latest at 8:00 p.m. and may not open to the public before 6:00 a.m.

40. Can hotel and restaurant services located in service areas remain open after 8:00 p.m.?

Yes. They will be open according to their established regime and may remain open between 8:00 p.m. and 6:00 a.m., only for the service to users in transit.

41. Is the use of a mask mandatory in hospitality establishments?

The use of a mask will be permanently mandatory, except at the express moment of ingesting food or drinks. The inconsistent use of the mask in an indoor establishment represents a high-risk context.

42. Can I close the interior of the establishment at 8:00 p.m. and continue serving customers on the terraces?

No. Both the interior and exterior of the establishments must be cleared of customers at 8:00 p.m.

43. Can food orders be picked up and delivered at catering establishments?

Yes. The delivery of orders by appointment at the establishment itself can be done until 9:00 p.m., and it must be closed for any other service to the public. Home delivery can be made until 10:00 p.m.

44. Can we watch a football match in a group inside a bar?

Decree 44/2020, of December 10, of the Lehendakari, expressly advises against collective viewing of televised sporting events inside establishments. In any case, groups of customers per table may not exceed the maximum number of four, and two or more tables cannot be joined for a group of a greater number of people.

45. Is consumption at the bar allowed?

Any consumption at the bar or standing is prohibited, and both inside and outside, users must consume sitting at a table.

46. Can I go to a gaming and betting establishment?

Yes. In those municipalities with the Accumulated Incidence Rate of positive cases for COVID-19 in the last 14 days that is less than 500 per 100,000 inhabitants, with a maximum capacity of fifty percent.

47. What hours are gaming and betting establishments allowed?

These establishments must close in any case at the latest at 8:00 p.m., including the eviction of customers, and they may not open to the public before 6:00 a.m.

48. Is it allowed to be used in hotel establishments, recreational machines, games or bets?

Yes, the person who plays must remain seated at all times and in the same conditions of use and hygiene as those established for gaming and betting venues.

49. Can txokos, gastronomic societies, markets and the like open?

No. The txokos, gastronomic societies, markets and the like will remain closed.

50. In the case of hotels, agrotourisms, tourist accommodation and campsites, can the maximum capacity of 50% exceed the number of 30 people that applies to the common areas of hotels (dining room, cafeteria, etc...)?

The Decree establishes a maximum capacity of 50% for the common areas of hotels, campsites and tourist accommodation, not being able to exceed at any time in these spaces the limit of 30 people simultaneously and respecting the interpersonal distance of 1.5m.

The rest of the rooms or dining rooms of these hotel facilities must respect, each of them, the maximum capacity of 50% depending on their surface area, and they must respect the regulations applicable to restaurant services in the case of dining rooms, or of meetings in indoor spaces in the case of organizing other types of events.

In any case, it is recalled that after 8:00 p.m. hotels and other types of accommodation may only offer hotel and restaurant services to people staying in their establishment.

SPORTS

51. Is school sport allowed?

In those municipalities with the Cumulative Incidence Rate of positive cases for COVID-19 in the last 14 days that is less than 500 per 100,000 inhabitants, school sports training may be carried out and must be organized in groups of six people at most, without changing its composition and not being able to use changing rooms.

The use of the mask in school sports is mandatory both in outdoor sports activities and in indoor venues. Only its use in swimming pools and in extraordinary moments of intense physical activity outdoors is excepted.

In municipalities with the Accumulated Incidence Rate of positive cases for COVID-19 in the last 14 days that is equal to or greater than 500 per 100,000 inhabitants, school sports are suspended.

52. And the competition in school sports?

No.

53. Can schoolchildren use the changing rooms?

No. The use of changing rooms is not allowed in school sports, except logically for the swimming pool changing rooms that users must use.

54. Are trips allowed for school sports training?

Displacements are allowed when the Accumulated Incidence Rate is less than 500 cases per 100,000 inhabitants, both in the municipality of origin and in the destination.

55. What sports activity is allowed based on the Cumulative Incidence Rate?

59. What is understood as a semi-professional athlete?

60. Can I move to another municipality to play a game?

There are 3 cases in which these movements are allowed:

2. 3. 61. Is hunting activity allowed in all its modalities, as well as the practice of river and maritime, sports and recreational fishing, in all its modalities?

62. Can I attend a sporting event as a public?

No. Public attendance at sporting events is prohibited.

63. Can I do sports in the machine room of a gym?

64. Can classes or activities be taught in groups?

66. Are choral music rehearsals still prohibited?

73. Until what time of night will there be public transport?

74. Can you eat or drink on public transport?

80. Is mobility allowed to attend demonstrations?

As a general criterion, only people residing in the adjoining town or municipality where the demonstration is being held could attend. However, in demonstrations, rallies, or protests due to dismissals, both union delegates for reasons of representation and directly affected workers may travel.

81. Can you smoke in public?

Only if a minimum distance of two meters can be respected.

82. Is it mandatory to ventilate establishments and places for public use?

Establishments and places for public use must guarantee permanent ventilation during the day and, in addition, when opening and closing the premises. If ventilation is mechanical, the intake of outside air should be maximized and air recirculation avoided. The ventilation and air conditioning systems must comply with the official recommendations for the operation and maintenance of buildings and premises.

83. If I have to pass the ITV to my vehicle and I finish the procedure after 10:00 p.m., is the displacement allowed?

84. Can a person, complying with the hours in which they are allowed to circulate, spend the night in their caravan in a municipality other than their residence?

85. Is accompaniment to medical consultations allowed?

Yes, one companion is allowed.

86. Is displacement allowed to go to a place of worship (mosque...) of another municipality if it does not exist in one's own?

As interpreted in the previous municipal mobility restriction, trips to religious or worship services are allowed, if exceptionally they do not exist in the municipality of residence or adjoining and always to the nearest place.
